There was some talk on the PSO:BB forums about how the American PSO:BB site was not as well cared for as the Japanese site. The Japanese site sports more events and activity than the USA site, likely because the Japanese server receives more attention than the English language one. When the idea of a wave of player-run events came up, this website was created as a partner to it, of sorts. A site that would be updated, that could display player works and information to accompany the events held--and this is the result.
